My q: is this the upgrade raid drop or  is this player made?
if player made did  not see a recipiee on it anywhere, and  how much in bazaar normally

It's Cultural armor, both player involved in creation (tradeskills), using various components including raid drops.

The item you listed above is VoA cultural.  The associated raid component is the Shifting Sphere of Veiled Ascension (http://lucy.allakhazam.com/item.html?id=112609).  These have a chance to drop in all VoA raids, to some degree.
