By chance was this nerfed in any way or shape recently and if it was what was the adjustements to it?

This is dirrected to any cleric / or furro ....

In CotF beta QM was changed to give the target a 5 minute debuff (Shroud of the Miracle) which blocks additional QM's from landing on that person for 5 minutes.
