GINA Install Error

I hadn't used GINA in a long time and had to re-install.  I'm running Win 7 Pro, i right-click the Setup.exe file and run as Admin, the install gets about 2/3 of the way through and i get a pop-up window titled "Cannot Start Application"  and the text in the window states, "Application cannot be started.  Contact the application vendor".  When i click "Details" i get this report ...... if you scroll down to the Error message, it says "UpdateSkipTime" is not valid.

I have tried updating my Microsoft Framework software as well as running a "fixer" for it.   

Any other ideas would be greatly appreciated.  Thank you in advance for your help.
